The world invests $30 billion annually in governance — 23% of all development aid. Yet the failure-to-reform ratio (87:1) suggests this may be the highest-return category of development spending, far exceeding traditional infrastructure investment.

Public administration receives the largest share, followed by civil society support and legal/justice reform. Anti-corruption programming, while growing, remains the smallest category despite evidence that corruption imposes a $2.6 trillion annual tax on developing economies.
